Dr Bobby Cheng is a senior consultant and medical director of Singapore Eye and Vision Clinic. He obtained his medical degree from the National University of Singapore in 1993. He was awarded the prestigious Gold Medal award in the Masters of Medicine - Ophthalmology (MMed) in 2000. He was also admitted as a fellow of the Royal College of Surgeons of Edinburgh (FRCSEd) and Academy of Medicine (FAMS).
Dr Bobby Cheng subsequently completed his training in two ophthalmic subspecialties; vitreoretinal medicine and surgery, ocular inflammation and immunology. He was awarded the Singapore National Eye Centre (SNEC) overseas scholarship in ocular inflammation and immunology at the University of Aberdeen, Scotland in 2002. Upon his return, he completed a 1 1/2 year local fellowship program in vitreoretinal medicine and surgery at the SNEC.
Dr Cheng is active as a clinician, researcher and teacher, having over 50 presentations in international and regional conferences. He had more than 20 publications in peer-reviewed journals including Archives Ophthalmology, American Journal of Ophthalmology, British Journal of Ophthalmology and Retina.
He has also won multiple research awards including the Best Poster Award at the Sixth International Symposium on Uveitis, Venezia in 2004 and at the Fifth European VitreoRetinal Society Meeting, Sweden in 2005.

DR FRANCIS OEN

Dr Francis Oen is a founding Medical Director at Singapore Eye and Vision. He is a Senior Consultant Surgeon in Cataract and Comprehensive Ophthalmology and his subspecialty expertise is the medical and surgical management of Glaucoma. He is currently the Vice-President of Glaucoma Surgeons Singapore and a member of the South East Asian Glaucoma Interest Group (SEAGIG).
Dr Oen was awarded a PSC Local Merit Scholarship to study Medicine in 1980, and graduated from the National University of Singapore in 1985. He did his post-graduate training in Ophthalmology in 1987 and obtained his M.Med(Ophth), FRCS(Ed), FRCOphth(UK) in 1990 and Academy of Medicine (FAMS) in 1995. He was a Major in the Singapore Armed Forces, after which he joined Singapore National Eye Centre in 1993. In 1996, he was awarded a HMDP Fellowship by the Ministry of Health to undergo further training in Glaucoma at the world-renowned Moorfields Eye Hospital in London.
He returned to a Consultant position in SNEC in 1997, and has been involved in many of the research projects that the Glaucoma Service has done. He was a Clinical Lecturer with NUS and an examiner for the joint M.Med/FRCS. Dr Oen was made Senior Consultant in 2003 and took over as Head, Glaucoma Service, Singapore National Eye Centre in April 2005, a position which he held till April 2008. Presently, Dr Oen still returns to SNEC on a part-time basis to teach and mentor Residents and Fellows in their training programs.

Dr Billy Tan graduated from the National University of Singapore in 1981 and was admitted as Fellow to the Royal College of Physician & Surgeons (Glasgow) in Ophthalmology in 1987, Fellow to the Royal College of Ophthalmologists in 1989 and Fellow to the Academy of Medicine in 1992.
He was awarded the Ministry of Health HMDP Scholarship in 1990 to train under Dr James Cairns at the Royal Victorian Eye and Ear Institute, Melbourne, in diseases and surgery of the vitreous and retina. Upon his return, he worked at the Singapore National Eye Centre as Consultant Ophthalmologist from 1993 to 1995, when he started private practice at Gleneagles Medical Centre.
Dr Tan was appointed as a visiting consultant to Tan Tock Seng Hospital since 1995. His practice there has been confined mainly to vitreo-retinal surgery. He was also appointed as a visiting consultant to Toa Payoh Hospital in 1995 until the hospital's closure in 1997, whereupon he was appointed visiting consultant to Changi General Hospital until 2003, again specializing in vitreo-retinal surgery. Dr Tan was appointed as Head, Surgical Retina Service of The Eye Institute, National Healthcare Group since May 2001.

Dr Wee graduated from the National University of Singapore in 1990. He obtained his Master of Medicine (Ophthalmology) and Fellowship of the Royal College of Surgeons of Edinburgh (Ophthalmology) in 1995. He completed his fellowship in Cornea and Refractive Surgery at the Corneo Plastic Unit and Eye Bank of Queen Victoria Hospital NHS Trust, East Grinstead, United Kingdom in 1999 and was promoted to Senior Consultant Ophthalmologist of SNEC and admitted as a Fellow of the Academy of Medicine in 2006. Currently he is Medical Director to Singapore Eye & Vision, part-time senior consultant to Singapore National Eye Centre as well as medical board president to the Singapore Armed Forces Medical Corps.
Dr Wee has been active in research in the field of refractive surgery and in particular LASIK. He has been a clinical investigator to several major global clinical trials including the Wavefront-guided LASIK and Aspheric LASIK trials, Acufocus Implant trial for presbyopia and most recently, the Personalized Aspheric LASIK trial. He has also been active in the teaching of LASIK and has conducted numerous teaching courses and in-service programmes regionally and internationally. In addition, he is a certified trainer for Bausch & Lomb and also an Asia-Pacific Society of Cataract and Refractive Surgeons (APSCRS) Certified Educator. He also sits on the editorial board of Eye World Asia Pacific Edition.
